It's called HideMyAss.com, and it basicly allows a person to access any website that has been blocked by an organization's (say, a school's) blockers. You view the blocked website through their domain URL, and nearly no one (nevermind school administrators) knows about this site. Therefore, HideMyAss.com isn't blocked, and you can access anything on the internet from behind school networks.

Oh no wait, that wasn't the download, that was the time my drink got spiked with LSD. Yeah, the 5600 k/ps thing is cool too.

Well Jon, if you think 88 kb/s is slow, then you're quite spoiled. I'm happy with 20 kb/s.
Although there was that one time I hit 5600 kb/s... Ryan can vouch for that.
